Yes, you must go for MCA after BCA by aceing NIMCET followed by admission in some of the Top NITs like Trichy, Surathkal, Calicut, Warangal, Allahabad, Jamshedpur, Jaipur,Rourkela or Nagpur. No , qualifying NIMCET does not secure any seat for you in any round of counselling. It qualify you to participate in counseling process. Seat allotment is merit based and depends upon cut off of entrance exam. If you have scored to sgood enough to stand in merit list then only you can be eligible for seat allotment. For example qualifying percentile for SC Category is 54 percentile , it doesn't mean all SC candidates getting 54-55 percentile will be alloted seat.

As per my knowledge, to be eligible to give NIMCET maths i required up to 12th standard. For Bachelors/graduation the candidates must have either Mathematics or Stats or any equivalent subject in graduation. Since the word 'OR' is written I suppose it does not necessarily mean you have to have studied maths to give the exam. Also,BCA graduates are automatically eligible for nimcet even if they dont have maths in obe of their years.
I believe at a rank of 720 in NIMCET, being from General Category you have bleak chances in securing a seat in one of the 31 National Institute of Technology. The Total seats in MCA itself are around 850. However besides NITs there are many good GFTIs like BIT Mesra, State Universities and other institutes like PEC Chandigarh which offer MCA Courses. - NIT Suratkal
- NIT Allahabad
- NIT Calicut

I hope you are aware that Hyderabad Central University has been accepting NIMCET Scores only from the year 2018. So, the data which we are expecting is not available. But NIMCET Scores are accepted by the NITs all over India. Below are some of the NITs where you can make through with your NIMCET rank:

With the rank you have scored and seeing the previous year data you might get this college as you belong to EWS category also. But cutoff changes every year and it depends on the number of students applied and the how many students have qualified the exam.
There are only 40 seats in this college so you can give it a try.

The only difference, and the most important one at that is, general category is obviously the one without any category reservation, so if their is seats for general category, means only general category students can apply, whereas open category is the one with all the categories combined like general category, SC,ST, OBC etc. so if there is seats for open category, ,means students from any category can apply.
As per your next question, your All India rank in Nimcet is really nice, and you do have good chances of getting in alot of government and private colleges. So my suggestion is, you should definitely wait for the counseling, and participate in that because you have chances of getting the best colleges.

By the term general rank I do not know whether you are saying it is your AIR or it is your general category rank . So assuming that you belong to general category your NIMCET rank is not enough for NITs. Based on the expected closing ranks the only possibilities are NIT, Agartala -662 and NIT, Raipur -639 but still as you can see your rank is over 700 so thee is only a low chance. You can give it a try , because sometimes last minute vacancies may show up based on the number of seats and number of applicants .

Your rank is too high to get a seat in NIT in the initial rounds. But you can try your luck in the spot round.
But you definitely get a seat in IPU/HBTU with this rank. Also, HBTU forms are still available.
