It is an offline (pen and paper ) exam with 120 MCQs including mathematics, Analytical Ability & Logical Reasoning, Computer Awareness and General English.

As per the information on the official website NIMCET 2020 (https://nimcet.in/) it is mentioned that the third round is the last/final round of counselling and seat allotment procedure for NIMCET 2020 admissions. The eligibility criteria for appearing for NIMCET is :
Educational qualification: B.Sc / B.Sc (hons) / BCA/ BIT of minimum 3 years full time from a recognized university with mathematics / statistics as one of the subjects.
OR
B.E / B.Tech from a recognized university
Nationality: Indian
Minimum marks: 60% or 6.5 CGPA for General and OBC candidates
55% or 6.0 CGPA for SC and ST candidates.

According to the category and rank you have mentioned in the question you cannot get any of the NITs or government colleges as per previous year's cut-offs but yes you can get some private colleges on such rank :-
