Based on previous ranks, there will be no chances to get into HCU. Closing rank of HCU is 690 in 2019 which is obviously goes up in 2020.
But you will definitely get HBTU and IPU. And, HBTU forms are still available.

As per previous few years data it's difficult to get NIT with your AIR neither by your OBC Rank. But there's some hope for getting NIT, Agartala as last few years cutoff for OBC category was in between 900. But it's still hard.

Yeah NIMCET(NIT MCA Entrance exam) it is a national level entrance Exam Different NIT colleges have different cutoff opening ranks and closing ranks . so, you have to score well in the exam then you get admission in good NIT colleges and to get free seat in the government colleges .

the locking of college preferences has been till 17th november. Hopefully you have filled in the same order. If not you don't have to worry as NIT jamshedpur and agartala are almost similar in all aspacts. The first round allotment will released on 26th november so untill then keep calm.

Firslty getting too many degrees really don't help much. You are doing B.Tech in civil engineering. Shifting from civil background to MCA all of a sudden without having prior experience in computer science, is not wise choice. You can do however, there is no issue with that. And pursuing again MTech after MCA is not required at all. You will be just spending too much time in getting degrees.
When it comes to real world, what companies ask for is skills and experience the most. So instead of getting multiple degrees, join a separate course in Computer Science from a authorized coaching centre with certification. Practice coding, front end development etc. That would save your time as well as enhances your skills.

You havent’t mentioned your category. If you are General and OBC then its impossible to seek any seat and if you are SC and ST then ofcourse you will get.
You can go with private colleges, there are some colleges that accepts NIMCET rank for admission
